The Election Commissioners Must Resign – 12 April 2012

BERSIH 2.0 demands the immediate resignation of the present Election Commissioners as they have compromised the integrity of the electoral roll and allowed electoral fraud to continue unabated.

We hold the Election Commissioners responsible for the cleaning up of the electoral roll of some 400,000 dubious voters discovered by the Malaysian Electoral Roll Analysis Project (MERAP). This must be fully cleaned up before the next General Election.

It is even more shocking to discover that fraud still continues to be uncovered by civil society despite the call by the Parliamentary Select Committee for electoral reform. Some stark incidents of fraud that were found are as follows:

In the last quarter of 2011, no deaths were reported under Code 33 in Sabak Bernam, Sungai Besar, Hulu Selangor, and Tanjong Karang and yet death certificates were issued in those places during that quarter. (2011 4th quarter)

Double registration was found when 15,520 voters in Sabah and 8,585 voters in Sarawak were re-registered in Selangor (2012 1st quarter)

There are still more than 15 persons found in one house. (2012 1st quarter)

In Selangor alone, a total of 7,841 voters were registered under Code 71, which refers to citizens born outside of Malaysia (2012 1st quarter).

The findings from MERAP further identified 10 major problems linked particularly to the flawed electoral roll, including spouses of army/police voters who are of the same gender, army and police voters who are above the retirement age, inconsistencies in gender and others dubious registered voters.

These findings further reinforce the need to clean up the electoral roll before any General Elections and it shows clearly that the Election Commission had failed in its constitutional duty to ensure a clean and fair election. Instead of securing one person one vote, the Election Commission has disenfranchised the rakyat’s votes through its complicity in the fraud as shown above. To allow the present Election Commissioners to continue in their office will only bring about a dirty, unfair and undemocratic General Election.

The Election Commission has also consistently put up barriers to electoral reforms by not fully addressing BERSIH 2.0 seven (7) other demands. For instance, its reluctance to recognise overseas voters as legitimate voters, and not having a clear and transparent explanation on the process and criteria for advance voters and postal voters clearly show the insincerity of the EC to ensure electoral reforms to be carried out.

Therefore, BERSIH 2.0 calls upon the the Election Commissioners to resign with immediate effect so that they can be replaced with others who will act to ensure a clean, free and fair election in future.

BERSIH 3.0 is proud to announce that the national and international campaign on DUDUK BANTAH has gained momentum. The cities and towns joining DUDUK BANTAH are as shown in Attachment 1.

BERSIH 2.0 calls on all concerned citizens to join BERSIH 3.0 national and international Duduk Bantah on 28 April 2012 as the future of this country is the responsibility of every citizen and we must rise to the occasion to exercise our democratic rights.
